New York Alcohol Training Awareness Program (ATAP)

The New York State Liquor Authority (NYSLA) identifies ATAP as a voluntary but highly recommended training program for all employees who sell or serve alcoholic beverages. Although certification is not mandated statewide for all sellers or servers, proof of participation in ATAP may mitigate penalties in the event of a liquor law violation.

Approved ATAP courses (both on-premises and off-premises) cover New York liquor laws, responsible service practices, ID verification, recognition of intoxication and refusal techniques. Certificates from approved providers are typically valid for 3 years.

Steps to Be Compliant in New York:

  1. Check employer and local licensing requirements:
    Many employers, local jurisdictions or liquor licensees require ATAP certification even though the state doesn’t mandate it for all staff.
  2. Select the correct version of the ATAP course (On-Premises or Off-Premises):
    Use the On-Premises version for bars/restaurants; use the Off-Premises version for liquor stores, convenience stores or off-site sales.
  3. Complete an NYSLA-approved ATAP course:
