Oklahoma Responsible Beverage Sales and Service (RBSS)

Oklahoma requires all individuals who sell, serve, or supervise the sale of alcoholic beverages to complete Responsible Beverage Sales and Service (RBSS)October 1, 2018.

RBSS training must be completed through an ABLE Commission–approved provider. Training is Oklahoma-specific, focuses on state alcohol laws, and is offered free of charge through ABLE-approved online or in-person courses.

After completing the course, individuals must submit their certificate to the Oklahoma ABLE Commission (via mail, in person, or electronically) to finalize compliance. RBSS certification is valid for 2 years.

Steps to Be Compliant in Oklahoma:

  1. Complete ABLE-approved RBSS training:
All servers, sellers, bartenders, clerks, and managers must complete Oklahoma-specific training from an ABLE-authorized provider.
  2. Submit your certificate to the ABLE Commission:
RBSS completion certificates must be submitted to ABLE by mail, in person at an ABLE office, or electronically through approved channels.
  3. Maintain proof of certification at your workplace:
Employers are expected to keep RBSS certificates on file for inspection or licensing review.
  4. Renew training every 2 years:
Oklahoma requires all staff to complete RBSS again when their two-year certification expires.

Program Benefits:

1. Mandatory Statewide Compliance
Oklahoma requires RBSS training for all alcohol-related employees, making certification essential to work legally in any licensed establishment.

2. Reduced Penalties & Liability
Certified staff help protect the business from violations involving sales to minors or intoxicated persons, potentially reducing penalties if a violation occurs.

3. State-Specific Legal Knowledge
Training focuses on Oklahoma alcohol laws, seller responsibilities, ID verification, intoxication indicators and refusal skills — ensuring staff understand the state’s expectations.

4. Free, Accessible Training
Oklahoma provides RBSS training at no cost through ABLE-approved providers, lowering barriers for employees and reducing employer training expenses.

5. Predictable 2-Year Renewal Cycle
A clear renewal requirement ensures ongoing compliance, up-to-date training, and consistent statewide standards.
